Imaginée par le réalisateur et producteur Luc Besson, la Cité du cinéma inaugurée vendredi à Saint-Denis au nord de Paris ambitionne avec neufs plateaux de tournage et une école de cinéma gratuite d’être un « Hollywood-sur-Seine ».

« C’est la fin d’une bizarrerie. La France a le premier cinéma d’Europe mais c’était aussi le seul pays européen où il n’y avait pas d’infrastructures pour accueillir la production de films », fait valoir à l’AFP Christophe Lambert, directeur général d’EuropaCorp, la société de Luc Besson. Il aura fallu 12 ans au réalisateur à succès (Le cinquième élément, Le grand bleu, Nikita) et producteur (Taxi...) pour que son rêve devienne réalité et qu’il soit désormais possible en France de créer un film de A à Z. En 1997, le cinéaste avait dû « s’expatrier un an et demi » pour tourner Le cinquième élément. « Ca l’avait rendu malade« , se rappelle M. Lambert. Le site, celui d’une ancienne centrale thermique, dans le style Art Déco, est situé dans un quartier populaire. « La plus belle usine à rêves du monde », comme l’a qualifiée un jour le producteur Alain Terzian, abrite 23.000 m2 de bureaux, dont 19.000 dédiés à Europacorp, 11.000 m2 d’activités de production cinématographique, 10.000 m2 répartis en neuf plateaux de tournage et enfin 8.000 m2 qui abritent l’Ecole Nationale Supérieure du cinéma Louis Lumière.
« Croiser les stars d’Hollywood à la cafétéria »
Elle accueillera également une autre école du cinéma destinée à accueillir, gratuitement pendant deux ans, une soixantaine d’élèves, sans conditions de ressources ni de diplômes. L’école, qui propose deux formations (auteur-scénariste et réalisateur), ouvrira officiellement ses portes le 1er octobre. « Ici, enseignement du cinéma et activité professionnelle sont mêlées. C’est une première en France. Les élèves peuvent croiser les stars d’Hollywood à la cafétéria, comme par exemple Robert de Niro », se réjouit M. Lambert. La star américaine est l’une des vedettes du nouveau long-métrage que Luc Besson tourne depuis le mois dernier, « Malavita », avec Michelle Pfeiffer et Tommy Lee Jones. Autres films en tournage: « Vingt ans d’écart« , une comédie avec Virginie Efira qui sortira en mars 2013, et la suite des Schtroumpfs, de l’Américain Raja Gosnell. « De gros producteurs américains viennent visiter nos studios et demandent des devis à Euro Média. C’est très encourageant », se félicite Christophe Lambert, selon qui, « d’ici un an, tous les studios seront remplis à 100% ». Le financement de la Cité du cinéma avait été bouclé en 2008: 180 millions d’euros tout compris, dont 150 millions pour l’achat du foncier, détenu à 100% par la société Nef-Lumière (Caisse des dépôts, groupe Vinci) et 30 millions pour la construction des plateaux de tournage, financés à 50% par EuropaCorp, à 25% par le producteur et homme d’affaires tunisien Tarak Ben Ammar, 25% par Euro Média group. L’inauguration vendredi devait inclure en soirée un dîner privé réunissant Sophie Marceau, Jean Dujardin, Jamel Debbouze, Alain Terzian, Robert de Niro et autre Michelle Pfeiffer. AFP

French filmmaker Luc Besson cut the ribbon Friday on his « Film City », a vast studio complex created in a disused power station to offer Hollywood-style facilities right on the edge of Paris.

« I had always said I’d love to make our own films here in France. This is a beautiful adventure, » Besson told French politicians, film executives and project partners. »And I thank you from the bottom of my heart for believing in this dream, » he said under the vast glass and steel vaults of the 1930s power plant where a giant tubrbine brightly painted by local street artists towered in the centre. The 170-million-euro « Cite du Cinema », a project 12 years in the making, aims to plug a gap in the French film production landscape, which until now had no one studio facility able to see a movie project through from A to Z.Back in 1997, Besson had to spend 18 months in Britain to shoot his sci-fi blockbuster « The Fifth Element ». Besson recalled how « I went with a heavy heart. »
« France has Europe’s biggest film industry »
Christophe Lambert, general director of Besson’s production firm EuropaCorp, said: « France has Europe’s biggest film industry and yet it was the only European country without the infrastructure to produce a film. » So in 2000, the filmmaker set out to create a studio complex that would make it possible to create a film in France from A to Z, in an Art Deco-style former thermal power plant in Saint Denis, a working class suburb north of Paris. Located just outside the Paris ring road, on the edge of the world’s most filmed city, Besson had used the site before to shoot scenes from two hitman dramas, the 1990 « Nikita » and the 1994 « The Professional ». The site of the complex was purchased by Nef-Lumiere, owned by France’s Caisse des Depots and the Vinci conglomerate.Half of the film sets were financed by EuropaCorp, with the Tunisian businessman Tarak Ben Ammar and the Euro Media group splitting the financing on the remaining 50 percent.As well as nine film sets, the Cite du Cinema houses a vast office complex, much of it occupied by EuropaCorp which shifted its headquarters to Saint Denis, as well as film production facilities, and the Louis Lumiere National film school. It will also host a second film school, created by Besson to offer a two-year course in screenwriting or directing, free of charge, to some 60 youths with no prior qualifications.

« The students will be able to rub shoulders with Hollywood stars at the cafeteria, » joked Lambert, who says he is fielding quote requests from top US producers and predicts the studio will be fully booked within a year. Besson himself started shooting there over the summer for his new film « Malavita » starring Robert De Niro and Michelle Pfeiffer, who will be attending a private inauguration dinner on Friday night with the likes of Jean Dujardin. And for everybody else, the site is being thrown open Saturday for a one-off tour of what is being dubbed « Hollywood on Seine ». AFP
